In a joint effort to eliminate cross-border crime in the Baltic Sea

PROJECT BORNHOLM was established on April 1st. 1995 by
The Director of Customs & Tax Service on Bornholm
the Head of Naval District Bornholm, and
the Head of Police on Bornholm,

Today PROJECT BORNHOLM consists of representatives from:
The Danish Customs & Taxation Service,
The Royal Danish Navy and
The Danish Police (CID).

PROJECT BORNHOLM is a interdisciplinary professional team of high morale
standard and efficiency, based on confidence, co-operation and respect for all
authorities working towards the common goal: To prevent, expose and
combat organized international cross-border crime centred round
the island Bornholm, but in the Baltic Sea area in general.

PROJECT BORNHOLM is a local independent team who - due its composition
from three independent Danish authorities - and co-located at Police HQ at
Bornholm - works accordingly terms set up by the local project steering
committe, mentioned above. PROJECT BORNHOLM are instructed
to co-operate and communicate freely and unhindred with any
relevant authority - regional, national as well as inter-
national - who works towards the common goal:

To combat cross-border crime in the Baltic Sea region.

The PROJECT BORNHOLM areas of responsibility, are all forms of maritime
crime, such as illegal trafficking in narcotic drugs and psychotropic
substance, illegal migration and trafficking of human beings,
smuggling of- and illegal trade in arms, trafficking in sto-
len vehicles, smuggling of highly taxed goods such
as cigarettes, alcohol and other paraphernalia.

The interdisciplinary team of PROJECT BORNHOLM is co-located at Police

The PROJECT BORNHOLM co-operates closely with Baltic Sea - and several other
European - authorities, as a targeted intelligence- communication- and local
operative centre, which in strictly compliance with the national legisla-
tion and regulation, investigate, evaluate, combine and passes on in-
formation, concerning ongoing cross-border crime in the Baltic
Sea maritime region, to the proper legal authority it may
concern, and to the degree that the duty permits.

One of the major forces of PROJECT BORNHOLM, is the ability to collect the
strings, co-ordinate a mission, and in close co-operation with a number
of efficient authorities in different countries, to keep surveillance, to
control and to manage a target throughout the Baltic Sea.

PROJECT BORNHOLM is to be regarded as a supplement to existing units, and
co-operate closely with the Border Guard authorities who works inside
the framework of "Baltic Sea Region Border Control Co-operation".
Mentioned co-operation - BSRBCC - was by the way
established in Helsinki, Finland in May 1997.

Anyway - The Danish National Commissioner of Police has autorized
PROJECT BORNHOLM
to act as the Danish National Co-ordination Centre (NCC) during
operations and exericses that runs in the frame of BSRBCC.
PROJECT BORNHOLM is connected online to all
nations with a coastline to the Baltic Sea.

The PROJECT BORNHOLM is a permanent unit, and may be considered as one of
the forerunners in combating cross-border crime in the Baltic Sea, but must
not be mistaken for the - at the Baltic Sea States Summit in 1996 -
established co-operation:
"Task-Force on Organized Crime in the Baltic Sea Region".

This Co-operation - fundamentally with the same goal as BSRBCC - to combat
cross-border crime in the Baltic Sea area, is a highly appriciated inspiration
to the PROJECT BORNHOLM staff, and from a professional point of view,
